In the wake of mounting tensions in the West Philippine Sea (WPS), the call to strengthen and modernize the country’s military has taken center stage. In a recent DZRH radio interview, General Romeo R. Brawner Jr., chief of the Armed Forces of the Philippines (AFP), appealed to lawmakers for support in realizing the modernization program.

“What is important now is that we strengthen the AFP, so we are calling on our senators, our congressmen, to support the modernization program of the AFP. We need to buy additional ships and jet fighters,” General Brawner emphasized.

As the situation in the WPS continues to escalate, the Philippines faces growing challenges. General Brawner made it clear that invoking the Mutual Defense Treaty (MDT) with the United States (US) due to Beijing’s continued harassment of Philippine ships is not yet warranted.

“There is no need to invoke the MDT yet. It is for worse attacks like a deliberate attack on our Philippine ships or in our territory. That would necessitate the invocation of the MDT,” General Brawner added.

The MDT, signed on August 30, 1951, establishes mutual support between the Philippines and the US if either nation faces an external threat.

The tensions in the WPS were underscored when, on October 22, Chinese coast and maritime militia vessels made another attempt to block the routine resupply to BRP Sierra Madre (LS-57) at Ayungin Shoal. 

These vessels deliberately collided with the supply boat Unaiza May 2 and its escort, BRP Cabra (MRRV-4409). Despite the interference, the other supply boat, Unaiza May 1, successfully completed the delivery to the troops aboard BRP Sierra Madre.

Jonathan Malaya, assistant director general of the National Security Council, highlighted that China’s provocative actions are only serving to increase tensions in the WPS. In response, the Philippines received support from several nations, while condemnation was directed towards China.

Both the Philippines and China have lodged diplomatic protests over the incident.

The appeal for a stronger AFP and the ability to defend Philippine territory remains a top priority. General Brawner’s call to Congress is a stark reminder of the need for the Philippines to modernize its military capabilities to protect its sovereignty in the face of escalating challenges in the West Philippine Sea. As tensions in the region continue to mount, the nation watches closely, hoping for a peaceful resolution to the escalating situation.◼
